SECTION 1. SHORT TITLE.

This Act may be cited as the "Prevent All Soring
-
Tactics Act of 2023" or the "PAST Act of 2023".
-
SEC. 2. INCREASED ENFORCEMENT UNDER HORSE PRO-
-
TECTION ACT.

(a) DEFINITIONS. Section 2 of the Horse Protection
-
Act (15 U.S.C. 1821) is amended-
Please urge Congress to OPPOSE deceptive, H.R. 3090 FORMALLY H.R. 5441 which would amend the Past Act with animal rights directed policy to harm the entire horse industry.

The Prevent All Soring Tactics (P.A.S.T.) Act -, H.R. 3090 FORMALLY H.R. 5441 - was written and sponsored by the Humane Society of the United States, and animal rights organizations that seek to destroy all animal ownership.
​
The Past Act is a federal law that exists to regulate the already illegal practice of soring horses and prohibits sored horses from participating in shows, exhibition, sales or auctions. The Past Act also prohibits the transportation of sored horses to or from any of these events for the Tennessee Walking Horse.
​
H.R. 3090 FORMALLY H.R. 5441 amends the Past Act which already imposes strong rules and regulations on the Tennessee Walking Horse Industry.
H.R. 3090 FORMALLY H.R. 5441 issues penalties based on the standards of the animal rights radical groups.
​
The economic impact of H.R. 3090 FORMALLY H.R. 5441 would be detrimental to farriers, veterinarians, feed and tack companies, restaurants, motels, retail stores, trailer/truck dealers, and many more businesses.
​
While the Past Act applies to all breeds, if passed, H.R 3090 formally H.R 5441 will discriminately remove all pads weighted shoes, and all action devices from horses of only three specified breeds the Tennessee Walking Horse, Racking Horse and Spotted Saddle Horse, while allowing the usage of these proven non-harmful aids in all other breeds.
